Procurement and Services
The University spends over £34m on the procurement of goods and services, much of which has a significant environmental and social impact.
Edinburgh Napier is committed to working sustainably and to support the sustainable procurement duty brought into force by the Procurement Reform (Scotland) Act 2014. To meet these obligations and to demonstrate our commitment to achieving economic, environmental and social benefits in procurement activity, the University has policies such as a Modern Slavery and Human Trafficking Statement.
We have also adopted tools developed by Advanced Procurement for Universities and Colleges (APUC) to be used at each of the three stages of the Scottish Government's Procurement Journey:
• Strategy: Sustainability Prioritisation Tool (adapted from the Scottish Government's Sustainability Test) to help determine which categories of sustainability risks are likely to be involved when drafting a procurement strategy;
• Invitation to Tender: The Supply Chain Code of Conduct outlines social, ethical, economic development with environmental compliance included as part of tender documentation which bidders for University contracts are asked to sign;
• Contract Management: the Sustain web portal is designed to assess the supply chain of companies working in the university sector against the Code of Conduct and highlight areas of good practice as well as identify areas for improvement.
More information about the tools and policies can be found at APUC Sustainable Procurement. In addition to the work above, APUC have joined Electronics Watch. Electronics Watch assist public sector members by monitoring global electronics supply chains to ensure the protection of labour rights of workers.
The Director of Finance and Operations is responsible for leadership on sustainable procurement within the University. The Procurement Team manage ongoing work on sustainable procurement. For more information visit the Finance intranet pages.
Edinburgh Napier also has an Ethical Financial Investment Policy.
